It is a well known proven reality that Search engines hates SEO. The latest Panda and Penguin up-dates display how far Search engines is willing to go to prevent individuals away from doing seo, such as backlink developing.
These up-dates have left many looking for solutions as their earnings were damaged

I know that the Google Panda and Penguin updates have hurt some honest people with their ranking and traffic. But, I can understand why Google or any search engine would implement these programs.

There really is alot of gibberish, spammy rubbish, sites full of nothing but ads, over done with Keywords and/or spun articles, these sites need to be weeded out.
